Permanency Planning

A cohort of 75 children entering foster care typically costs a Council £1.872 million per annum plus care leaver benefit entitlements. Through working holistically to support children and families to reduce dependency on longer-term, high cost packages of care and high-cost placements, local authorities can typically expect savings in the region of £500,000 per annum.


Delivering expert Permanency Planning Services

ICS Assessment Services has experience working with over 4,900 children in need (CIN), under child protection (CP) and within care proceedings over the past three years. We have developed a targeted intervention programme which focuses on families on the edge of care, to deliver tailored and sustainable change to family lives, improving outcomes for children and their families. This in-turn reduces the number of children becoming looked after (LAC).


Our approach

ICS Assessment Services provides a minimum of 6 months intensive intervention to support local authorities with their permanency planning. Led by social work practitioners and supported by family support workers, we flexibly support three different cohorts of young people: those on the edge of care; young people subject to Section 20 arrangements and within care proceedings and those in high cost external placements to identify if these intensive interventions can be delivered in house.

We focus on intensive on-going support to ensure positive changes are sustained for the young people we work with, whilst establishing multi-agency partnership working to ensure there is a holistic plan for the child that will empower families and safeguard children within their own communities.
